I'm seeing a similar issue.  A lot of wine programs are failing to load
properly.  Notepad still works in pre-existing prefixes, but is also giving me
the "wine: cannot get pid from lock (lock isn't locked)" error.

The link given in the previous correspondence is not a link to a bug filed with
Ubuntu.  And the workaround of removing lilo doesn't look like a viable
long-term solution.

This issue is also probably continuing to affect wine users, so this shouldn't
be marked as resolved upstream unless there is a direct reference to it being
resolved in Ubuntu.
