This is not a regression. The bug been in Wine as long as I remember.
Confirming - multiple users having the issue.
However, some recent (Feb 2) changes to X11DRV_KeymapNotify() should have
addressed the issue.

Can you attach WINEDEBUG=+event,+keyboard log demonstrating the problem?
