I don't understand where you saw politics or a valid Wine issue.

If you admit that it's a driver bug, then this report should be closed.

There are at least 2 problems with this report:
1. it's filed for CrossOver Linux -> INVALID
2. it's about an Intel driver bug -> UPSTREAM

Go ahead and create a separate enhancement request for xrandr 1.3 support.
