I cannot reproduce flickering. It seems to work fine to me.

I think it's not related, 0x201e is WGL_ACCUM_RED_BITS_EXT.

Also, the app doesn't seem to do anything wrong except passing wrong enum to
glTexEnvi:
glTexEnvi(target = GL_TEXTURE_ENV, pname = GL_TEXTURE_ENV_MODE, param =
GL_BLEND_SRC).
