I had the same failure with Office 2000 Small Busines Edition SR1, German.
To got around this failure, you need to copy the dlls of the SYSTEM-folder from
the installation-CD which are not part of wine into Windows/System32 and
install MFC42. 
The installation than works with Wine 1.2. It fails with Wine 1.3.34 up to
1.5.3 with another failure:
The OBDC-drivers are not installed, see attachment.
