[Bug 28486] Office Professional Plus 2010 install fails without machine.config file (does not need it on Windows)

It appears to get past the point where it accesses machine.config and now
fails on a service that doesn't start. Please open a new bug for that and
generate a WINEDEBUG=+msi,+service,+relay,+seh,+tid trace.
