msi: Resolve the target path for the ODBC driver file if necessary.

The problem is that the ODBC driver file odbcjt32.dll belongs to a component
which is disabled, but the component associated with the AccessIntl ODBC driver
(which refers to this file) is enabled. This means that the target path for the
driver file has not yet been resolved when we try to install this driver.

This patch should fix it.
