[Bug 30542] Microsoft Office 2010 Plus installation fails with OSPPSVC.EXE error

I see this as well installing Visio 2010 Premium.  Halfway through the
installation, the installer dies and does a rollback.  The error is this:

It happens while the installer tries to start OSPPSVC:
