whatever you like. Any progress is good progress.
When all proxy functions are present we can get rid of another native
dependency which is currently required for .NET 3.x/4.x gui apps.

This also has an impact on test-depth of Wine's windowscodecs implementation.
NET 3.x/4.x makes good use of WIC, potentially exposing bugs/shortcomings.
