This doesn't cause the installer to fail and it probably shouldn't because
this dll is not part of my Windows installation.

The real problem is that you're trying to install in a 64-bit prefix, which
makes this a duplicate of bug 18070.

Installing in a 32-bit prefix will workaround this bug.
