Moderators are free to add notes about what is appropriate to post, but
spammers are not going to be stopped by that. They know they're spamming. They
want to spam. The problem is that AppDB admins do not have the ability to ban
accounts. We can delete spam when we find it, but cannot stop anyone from
repeatedly posting it.
