Patch: Add DECLSPEC_HOTPATCH to CreateSemaphoreExW

Adding DECLSPEC_HOTPATCH to CreateSemaphoreExW does fix the problem. It makes
no difference for me if the attribute is added to CreateEventExW and / or
CreateSemaphoreW as well or not.
