[Bug 34099] KOMPAS 3D (different versions) can't be installed

Summary:

2. KOMPAS v10 LT -

3. Path to the installer contains russian symbols:
/test/path/компас/Kompas3D_LT_V10
4. msiexec /i KOMPAS-3D_LT_V10_SP1.msi
5. The only "Next" button - "Далее" in russian

Error happens:

err:msi:extract_cabinet FDICopy failed
err:msi:ACTION_InstallFiles Failed to extract cabinet: L"Data1.cab"
err:msi:ITERATE_Actions Execution halted, action L"InstallFiles" returned 1603
err:msi:ITERATE_Actions Execution halted, action L"ExecuteAction" returned 1603

PS: 
1. The bug is valid when non-latin symbols are used in the path
2. Other versions of KOMPAS installers now give me this error:

fixme:vbscript:parse_script parser failed around "..."

and installation terminates
