yes, they should be manually created in absence of PnP manager component.
You don't need all the keys like on Windows.

The USB audio device driver (WDM?) can't work with Wine hence any .inf based
installation would be pointless.

Hopefully the WMI query is just used to detect the presence of the device.
You need to ensure that this 'thing' is properly working within Linux, e.g.
some ALSA sound card it represents on the USB client side.
