I was able to get it working properly without installing wine-gecko on 1.6-rc4.
It simply can't load the page and skips to straight to the program.

If someone would like to test this further I am including the GameMaker8.1.exe
download url. The current download link is for Game Maker Studio which is a
newer version and not applicable for this bug report. YoYoGames decided not to
offer older versions anymore online either, hence it's been put on a filehost.
