On Mageia we build Mesa twice (first the rest with shared-glapi, then OSMesa
without it) for exactly this reason:

I wouldn't say this is the "right" way. It would be much better if Mesa was
fixed so that a single build would be enough, but it seems to be non-trivial
(at least to me), so this is what we ended up with.
