I think we will close this as NOTABUG once Wine functions more reliably and
accurately than the more popular Win32 platform, as then it will be an issue
with the keyboard to chair interface, or more often the case, the controlling
process of the keyboard to chair interface.

With the bugs pouring in on the latest version of that competing platform, with
it's developer denying the existence of said bugs and even large companies like
Valve refusing to work around those bugs, our job may have just gotten a lot
easier.
