One year later, the problem is still the same.
The problem is that the distribution name of Mint is "maya".
Hence, entering ppa:ubuntu-wine/ppa produces
http://ppa.launchpad.net/ubuntu-wine/ppa/ubuntu/dists/maya/main/...

And the bottom line is the question

whether Winehq supports Mint
  either by (probably just) adding an alias maya=precise on the server 
  or by giving as instruction the explicit (second) form of the URL, possibly
under a "Mint" title, instead of the short form ppa:ubuntu-wine/ppa.

or if Winehq declares that they don't support Mint.
