[Bug 33470] Don't allow to create wiki pages with external links

I understand there is a spam problem. I'm willing to help out, but pointing me
to a generic Google search is not the way to do it. You can:
  - point me to a link with precise instructions for MoinMoin 1.5 (which is
what we're running right now)
  - edit LocalBadContent and add regexs that match external urls. You don't
need my help for that.

Alternatively, you can ask for help from other folks like Kyle that are
interested in helping out with the wiki.

I have already written a bunch of scripts that are currently running in the
background to eliminate as much of the stuff as possible. Beyond that, I need
help.
