If I try it with your solution I get following:

wine msiexec -i /home/vm/.wine/dosdevices/d:/32bit/Microsoft_VBA/vba71.msi
fixme:storage:create_storagefile Storage share mode not implemented.

or

wine start "test" /home/vm/.wine/dosdevices/d:/32bit/Microsoft_VBA/vba71.msi
fixme:exec:SHELL_execute flags ignored: 0x00000100
Es konnte keine Anwendung gestartet werden, oder es ist keine Anwendung mit der
angegebenen Datei verknüpft.
ShellExecuteEx fehlgeschlagen: Datei nicht gefunden.

It could be started not apply, or it is no application associated with the
file.
ShellExecuteEx failed: File not found.)
