I suspect the feature you're looking for is a notification bubble window. 
Those are simply not implemented currently in the Mac driver.

There's another form of text that can be associated with a notification icon: a
tooltip, which appears when you hover the cursor over the icon.  This is
implemented but probably not what you're referring to.

Can you clarify how this text should be shown?  Perhaps a screenshot of what it
looks like on Windows?
