Can you please try in a clean WINEPREFIX, if you haven't already? What does:
$ mv $HOME/.wine $HOME/.wine.bak
$ msiexec /i wine-mono-0.0.8.msi
$ ls $HOME/.wine/drive_c/windows/mono

show? If that fails, please attach a WINEDEBUG=+msi trace.
