The Lingvo X5 installer, also from ABBYY, seems to have the same problem.
The installer gives a message it was suddenly interrupted and the following
lines are printed:
err:msi:ITERATE_Actions Execution halted, action L"IT_InstallOnMachine"
returned 1603
err:msi:ITERATE_Actions Execution halted, action L"ExecuteAction" returned 1603

This is with current GIT.
