[Bug 36179] New bug links are automatically added even before review occurs

Bug links are not susceptible to spam, but people do sometimes mistype bug
numbers and there's always some joker who wants to link bug 1 to something, so
yes, they do need to be reviewed. However, since the links appear right away, I
would recommend changing the message to something like "The link has been
tentatively added to the database and queued for review by the maintainer or an
administrator."
