The command looked wrong to me, so I tested on Windows, and "start appwiz.cpl"
in cmd does bring up the "Add/Remove Programs" control panel. So this is a
valid bug. And it happens the Wine I have installed is between 1.7.8 and 1.7.9,
so if it's a regression it was introduced before 1.7.9.

Component is likely shell32 because start.exe is mostly a wrapper around
ShellExecuteEx.
