kernel32: Add support for security access parameters for named pipes.

After doing some tests it appears that that article was incorrect, but it did
allow me to find the real source of the problem.  The attached patch is a real
fix.  Fortunately, the installer uses the same code as the client used to, so
this was easy to test :)
