Hello Jarkko,

a FIXME message in terminal doesn't automatically mean it's a bug.

That stub is fine and serves its purpose.
Wine doesn't implement the concept of 'Windows File Protection' because there
is no need for it (builtins vs. builtin placeholders vs. overrides).

Please don't create bugs just because you see a FIXME message unless you can
prove the application misbehaves because of the stub.
