Where did you get this binary from?

The link you provided is the official vendor download site.
All downloads (32-bit, 64-bit) are provided as .zip archive 

Example: Textpad 7.40, 32-bit

http://www.textpad.com/download/v74/win32/txpeng740-32.zip

All unpacked .zip archives contain 'setup.exe'.
Your executable is named 'txpeng740-32.exe'. Care to explain?
