NatSpeak 9.5 never ran well, if at all, under wine. That's my memory of years
ago. But 12.0 and 12.5 are now obsolete (so are cheap) and ran well. You might
try using one of those. 

Or try these instructions:

rm -rf .wine
WINEARCH=win32 winecfg
select Windows 7
winetricks dotnet40
then try installing the program. 

Remember, it's going to crash the first few times you use it. And don't push
any buttons that require the program to do extra work.
