I was able to reproduce the issue with mIRC and have opened a separate bug
report for it:
https://bugs.winehq.org/show_bug.cgi?id=40282

Unfortunately I'm not able to reproduce this one related to winemenubuilder, so
I fear you'll have to do a regression test yourself. :/
