It seems registering iZotope VST plugins is broken by the lack of this
function. Trying to authorize iZotope Ozone 7 with a legitimate license results
in

fixme:crypt:PFXImportCertStore (0x33d534, 0x15aa89c, 00000000): stub

being outputted to the terminal and the program reporting it failed to
authorize straight after. This happens with both online and offline
authorization.
