I don't think so. I checked the file types and compared it to a Windows 10
installation: 64 bit dll is in system32, while 32 bit dll is in syswow64.
I have the same thing on Linux.
find ~/.wine -type f -name 'msvcp140.dll' | xargs file
/home/geza/.wine/drive_c/windows/system32/msvcp140.dll: PE32+ executable (DLL)
x86-64, for MS Windows
/home/geza/.wine/drive_c/windows/syswow64/msvcp140.dll: PE32 executable (DLL)
(console) Intel 80386, for MS Windows
