this was fixed by commit
https://source.winehq.org/git/wine.git/commitdiff/f848d03f95e9d4d722dd8ee86b895913aadea3af
("rpcrt4: Fix handling of FC_ALIGNM* directives.").

Part of Wine 3.21 release.

The regression commit seems a bit fishy though. I guess adding a stub for
IOCTL_VOLUME_GET_VOLUME_DISK_EXTENTS triggered a different code path in the
installer which lead to another Wine insufficiency.
