Mine was running AppMngr.exe from the install of
https://cdn.watchguard.com/SoftwareCenter/Files/WSM/12_6_2_U1/wsm_12_6_2_U1.exe


err:module:import_dll Library WLDAP32.dll (which is needed by L"C:\\Program
Files\\WatchGuard\\wsm11\\wsm/bin\\wgsvc.dll") not found

The problem is all over google.
