well, keyboard mapping is a real pain ;-)
the error is not directly linked to the locale, but rather to the keyboard
installed on the VM...

NB: don't try to run the conhost:tty tests with a French keyboard

I did consider also using MapVirtualKeyEx (which would be real clean fix, ie
not having the tests being dependant on the installed keyboard). but this API
is only half implemented (and the half we'd need is the one missing <g>)

I'll loosen up the test
