They still don't use it *exclusively*.  They are doing this to reconcile the problems
created by the *GPL covered components.  Notice the last sentence of the first
paragraph:
"in particular identified Mozilla-related license issues that could arise with
developers
using the GNU Lesser General Public License (LGPL) for their own code." (whatever
that
means in the mozilla context).
