Allow native dlls and debugmsg in runtest

Not if you type:

WINEOPTIONS="-debugmsg +foo" runtest

When you do that WINEOPTIONS is set for that command only. The only
drawback is 'WINEOPTIONS' is longer to type than '-d', but with command
recall who cares.
