Fix for ArrangeCtrlPositions in commdlg 2

It is good I think. All cases must be correct. 
Now the open file dialog should look as it should.
Thanks to Mike Mc Cormack for the tests.

By the way, do you think we should implement a look & feel like w2k and
wxp in addition to the existing one ?
