You mean GDIScan? That tool just checks for unpatched gdiplus.dll's 
shipped with some third-party apps...

Anyway, I found a mozilla build which uses (and ships) GDI+ to render 
SVG and it seems to work just fine:

So yes, native GDI+ works in Wine.
