Well it was 0 on my system for whatever strange reason. It explains now
why I had all the time programs popping up in front while I was busy
typing something in some application. A very annoying behaviour and I
have no idea why someone would want this to be active.

Thanks for this tip.

In combination with a dialog loosing focus in such a way you certainly
can get into strange situations.
