Ok to call CoInitialize in the file dialogs?

I ran into similar problems in shell32/shellole.c, function 
SHCoCreateInstance.
Shouldn't when both bLoadFromShell32 and bLoadWithoutCOM are false call 
CoInitialize before CoCreateInstance (I got once a program needing it) ?
