[netapi32/ds] Added some stubbed ds functions

Hi,

I needed one of the stubs for Process Explorer V9.25. The calls are
present in netapi32 on w2k and upwards.

I welcome any remarks or suggestions.

Changelog
  Added some stubbed Ds-calls
  Start of conformance tests for these Ds-calls.
