We need to determine this at runtime really.  I have come up with a
way, but it's a bit of a hack - I've asked on the freetype list for a
better solution.  Once I have that I'll add a Wine specific bit to the
flags returned by GetRasterizerCaps, x11drv can query this and take
the appropriate action.
