Improve Bugzilla Query page usability by changing default state?

I just think it makes sence to put things that will be changed manually 
fairly regularily on the wiki.  when the janitorial page was on Wine HQ 
I had to first write a patch and submit it to Wine Patches then Jeremy 
had to get around to getting it applied.  The amount if time it took me 
was not that great but it took a skill set that not everyone has and it 
now takes less time to do on the wiki.  So I for one am glad it is 
there. It is still linked to from Wine HQ so as far as I can see It is a 
win-win.

Look  there is nothing wrong with you writing whatever you want in any 
format you want, but if you want it  included in wine then there is 
nothing wrong with it being published in the wiki rather than any other 
site.
 
At one time the FAQ was in HTML and published on another site when we 
brought it into Wine HQ I converted It over to SGML for inclusion in the 
official documentation. About 4 months ago all the sgml was taken out of 
the tree and put on source forge and is maintained in a separate tree. 
It may or may not make sense to move the FAQ to the wiki and that is the 
point. Stuff ends up is where it best fits.
