Why did you not use the first Part of $LANG / $LANGUAGE 
(maybe with a Prefix) as Index?
(LOCALE_SISO639LANGNAME and LOCALE_SISO3166CTRYNAME)

It's easy to calculate the Index in wineprefixcreate with "cut" and it
works for everybody.

What about "Default" and "InstallLanguage" in 
"System\CurrentControlSet\Control\Nls\Language"?
(LOCALE_IDEFAULTLANGUAGE)
