That is correct, as long as you provide source for the DLL.

It is a difficult area and best avoided unless you happen to be a lawyer and 
know exactly how far you can go. You would have to reduce the information in 
the original function to something that contained none of the original 
copyrightable expression and then reimplement from that. The problem is by 
the time you have done that you may as well be implementing from the original 
documentation (modulo anything that the implementation reveals about 
deficiencies in the documentation).
