commctl32 datetime fix for certain VC++ AppWizard generated applications

I don't think this change is correct for ComCtl32 v5 or below. I am not 
sure about v6.

I am pretty sure all that are registered are the ICC_WIN95_CLASSES as 
listed on MSDN. Please check your test applications.
