'make test' says "err:mshtml:load_gecko Could not load XPCOM: 126"

Since my fc3 machine is in the shop, I tried building wine
from cvs just now on Red Hat 9 (and I've forgotten the
magic incantation to get that to work properly with crypto,
so not every feature of wine was enabled).

Is the following err expected?

../../../tools/runtest -q -P wine -M mshtml.dll -T ../../.. -p
mshtml_test.exe.so htmldoc.c && touch htmldoc.ok
err:mshtml:load_gecko Could not load XPCOM: 126
