"Rejected" is a strong word.  Perhaps you could think of it as 
"Alexandre hasn't been convinced that these patches should go in".

Is openal32 a standard part of Windows?  If not, then is there a 
sufficient number of applications using it that we should maintain this 
code in Wine?
