bugzilla app upgrading

If someone wants to continue this work they need to successfully upgrade
our CVS version on a test box first. I can make a complete dump of our
DB for them to test upgrading. Once they have proved it works, and
submits a clean patch for our CVS that I can test on my development box,
then I will do the upgrade. Note: this needs to be done by me via a "CVS
update" and without needing root access to our box. I realize that the
bugzilla configure script will need to be run to upgrade the tables, so
that script will need to be modfied to not attempt changing permissions
on the files. Either that or someone can send me a .sql that will ALTER
the tables correctly.

This is a big messy job, our Bugzilla is very old and it's tables have
been corrupted by the bugzilla upgrade before.
